What's happening here (I assume) is that you're writing out notes in the piano roll so that they sound good in the wrong BPM. To avoid this you probably have to change the BPM of your project and then rearrange the notes so that they sound correct. It will not repeat instantly if there is just one note in any of the bars, as it will play until the end of the bar before it loops. What this means is that FL will try to play entire bars. These bars are in groups of 4, again, by default, this can be changed, but probably in most songs they're in groups of 4 anyway.
By default there are 4 beats to a bar, then a series of bars will make up the song.
This is because the Piano Roll plays bars of music.
